QuiCToolSetup v2.4.0.9 is replaced by v2.4.0.32.

Version 2.4.0.9 package was built for 64-bit Winsows only.
Now we have packaged the tool again so it can be installed on both 64- and 32-bit Windows and we have also raised the version number to match the runtime version.
